RPVT 2013: Counselling

The admissions on the regular state seats and payment seats of College of Veterinary and Animal Science, Bikaner shall be made from the successful and eligible candidates of RPVT-2013 on overall RPVT-2013 merit-cum reservation basis by the UG Admission Board of Rajasthan University of Veterinary and Animal Sciences, Bikaner following all the prevailing rules, regulations and directives of the Rajasthan University of Veterinary and Animal Sciences, Bikaner, Veterinary Council of India, New Delhi; Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture, Govt. of India and also of Hon’ble Court of Law, if any The candidates will be considered for counselling only up till the availability of vacant seat at their merit position of concerned category. Once all the seats under any particular category are completely filled, the counselling for that category will be immediately stopped.

The counselling of successful and eligible candidates of RPVT-2013 for admission to B.V.Sc. & A.H. Degree Course on Regular and Payment seats of College of Veterinary and Animal Science, Bikaner will be held at Rajasthan University of Veterinary and Animal Sciences, Bikaner Campus, Bijey Bhawan palace complex, Near Pt. Deendayal Upadhyay Circle, Bikaner, Rajasthan.

For this, successful and eligible candidates as per their standing in the merit of RPVT-2013 and their category, as applicable, shall be called in person by the UG Admission Board, constituted by the Rajasthan University of Veterinary and Animal Science, Bikaner for admission to B.V.Sc. & A.H. Programme through college Notice Board and notification in State`s level leading news papers. No personal intimation regarding the counselling will be given to the candidates individually by post or otherwise. The physically handicapped person will also be required to attend the counselling in person. The admission Board reserves the right to reschedule the counseling of the day to the following day or any subsequent day(s) as per the requirement of situation. All the successful and eligible candidates of RPVT-2013 desirous of admission to B.V.Sc. & A.H. Degree Course on Regular and Payment seats of College of Veterinary and Animal Science, Bikaner will be required to attend the counselling, in person, as per the category wise merit, dates and time schedule as mentioned in the counselling notification along with all the required relevant original documents with their one set of photocopies (copy of both sides of the documents). In no any condition, the representative in place of candidate will be considered for counselling. If the candidate remains absent in the counseling as per counselling notification, it shall be presumed that he/she is not interested in seeking admission in this course and thus he/she will automatically forfeit his/her right of admission. The seat at his/her merit will be immediately allotted to the next candidate in the merit. If a candidate comes late in the counselling, the seat (Regular or Payment available, if any, at the time of his/her reporting before the UG Admission Board. will be allotted to him/her. In no any condition, the UG Admission Board and University will be held responsible for non-allotment of seat (Regular or Payment) not of his/her choice to the late reporting candidate for counselling, whatever may be the reason for the same. Further, the candidate found unsuitable by the UG Admission Board will be rejected.
Merely calling for counselling as per counselling notification does not guarantee the candidates for the right of admission.

The admission shall be treated as provisional subject to the final decision of any pending case(s) in any court of law, if applicable to these admissions. Further, the provisional status of admission shall stand cleared only after fulfilling the eligibility and enrolment by the university. No TA & DA would be paid to candidate called for counselling /admission.

All the judgments relevant to these admission, passed by any Hon`ble court of justice as well as rules existing at the time of counselling will be applicable on these admission and the candidates will have to abide compulsorily with such judgments, rules and the changes.

Rules for breaking tie:

In case of candidates securing equal marks (tie) in the RPVT-2013 merit, the tie shall be broken to determine merit amongst themselves as per the procedure given below, in the same serial order:

  1. One who has secured more marks in Science Biology group subjects (Physics Chemistry and Biology) at the Senior Secondary (10+2) examination or its equivalent recognized examination.
  2. Among the candidates securing equal number of marks in the Science Biology Group subjects at the Senior Secondary (10+2) examination or its equivalent recognized examination, preference in order will be given to the candidate who has passed this qualifying examination in lesser number of attempts.
  3. If there is further tie, preference in order will be given to the candidate who has secured more marks in Secondary school examination or its equivalent recognized examination.

Verification of documents:

The candidates must bring compulsorily following original documents for verification on the day of counselling along with one set of attested photocopies from both sides of documents.

  1. Four identical color photographs with name and date of taking photograph. The photograph should be same as uploaded for online application form.
  2. Admit card of RPVT-2013.
  3. RPVT-2013 Mark sheet.
  4. Mark sheet & Certificate of Senior Secondary or equivalent recognized Examination.
  5. Mark sheet of 10+1 class.
  6. Mark sheet and Certificate of Secondary or equivalent recognized Examination.
  7. Character Certificate issued from the last attended college/school.
  8. Caste Certificate issued by competent authority.
  9. Other eligibility criteria certificate as mentioned under 6-C (I to XI) in the information booklet as applicable.
  10. Domicile of Rajasthan State Certificate.
  11. The candidate claming admission under physically handicapped category must bring compulsorily the certificate showing his/her physical disability certificate issued only by a statutory Medical Board constituted by authority of any Govt. Medical College.
  12. University copy of ICICI Bank challan.

If for the reason(s), to be recorded in the writing, the Admission Board suspects that a particular candidate had obtained a certificate by misrepresenting the facts, the matter will be referred to the concerned District Magistrate. The decision of the UG Admission Board pertaining to any matter/dispute in the counselling/admission shall be final and binding to the candidate.

Medical Examination:

All the candidates provisionally admitted to B.V.Sc. & A.H. course by the undergraduate Admission Board will have to submit Physical Fitness Certificate from Medical Jurist of Govt. Hospital. The admission of candidate found unsuitable in Physical Fitness will be cancelled.

Closure of admission:

Once all the seats are filled up, the admission for that batch will be declared closed by the Chairmen of the Faculty of Veterinary and Animal Science on the recommendation of UG Admission Board. After declaration of closure of admission no admission will be given, even if any seat(s) falls vacant due to reason whatsoever may be (including admission withdrawal/dropping from the course programme at any time of the course duration by the candidates /cancellation of the admission including admission cancellation in accordance to the attendance rules).

Further, the admission for session 2013-14 will be closed on 31/10/2013. i.e. no any admission will be given after 31/10/2013.

Rajasthan University of Veterinary and Animal Sciences, Bikaner reserves right to admit or reject admission of any candidate without assigning any reason. The jurisdiction for legal case arising out of admission B.V.Sc. & A.H. programme on the basis of RPVT-2013 shall be limited to the Hon`ble High Court of Judicature for Rajasthan only.

The fee and other charges including hostel rent (except caution money under any Head) once paid shall not be refundable even if a student leaves the institute for reasons whatsoever may be. No correspondence in this matter shall be entertained.

RPVT 2013 – Rajasthan Pre Veterinary Test

Online applications are invited from eligible candidates of Rajasthan domicile only for appearing in Rajasthan Pre-Veterinary Test-2013 for admission to B.V.Sc. & A.H. Degree Course (Session 2013-14) in the College of Veterinary and Animal Science, Bikaner. However, if any other constituent or affiliated college(s) of this University is(are) permitted by the Veterinary Council of India or Govt. of India or any Hon’ble Court, admissions shall be provided in such college (s) through RPVT-2013, as per prevailing rules.

Application procedure

To appear in RPVT-2013, the candidate will have to submit online application on the University website www.rajuvas.org. Before filling online application, read the users manual, information booklet and other details carefully. These are available at university website and can also be downloaded. Candidates shall have to pay application and examination fee of Rs.1,200/- (applicable for all categories) through Net banking, Debit/Credit Card using on-line gateway payment facility, or through ICICI Bank Challan at selected branches of ICICI bank located in Rajasthan (Challan to be downloaded from university website while applying online). In addition to application and examination fee, the candidate has to pay service/processing/bank charges along with service tax as applicable.

Age Limit: The age of candidate should be 17 years on or before 31-12-2013 i.e. born on or before 01-01- 1997.

RPVT Important Dates

Date of commencement of filling the online application – 01-05-2013.
Date of closure for filling the online application – 21-05-2013.
Last date of deposition of fee – 21-05-2013.

Date & time of Examination: 09/06/2013 (Sunday). 09:00 AM To 12.00 Noon on centers located at Bikaner only.

Educational Qualification: The Candidate must have passed Senior Secondary (10+2) or equivalent recognized examination taken in the subjects of English, Physics, Chemistry and Biology after 12 years of regular study. Further, the candidate must have passed separately in theory and practical in the subjects of Physics, Chemistry and Biology. Further, the General category candidate must have obtained a minimum of 50% marks in aggregate in the subjects of Physics, Chemistry, Biology and English at Senior Secondary (10+2) or equivalent recognized examination. For the candidates whose caste is included in Rajasthan State lists of the SC, ST, ST-TADA, Non-creamy layer OBC and Non-creamy layer SBC categories, the aggregate marks requirement is 40% instead of 50% in the aforesaid subjects. Candidate appearing in the qualifying examination may also apply but he/she shall not be eligible for admission to the B.V.Sc. & A.H. course if he/she does not produce proof of passing qualifying examination with the required percentage of marks at the time of counselling. Reservations applicable on these admissions for various categories shall be as prescribed by the Govt. of Rajasthan.

RPVT 2013: Reservations

Reservations along with sub-reservations, if any, as specified by the Government of Rajasthan for Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Special Backward classes (SBC) and also other reservations as specified by the Government of Rajasthan on Regular State seats and payment seats to be filled through RPVT-2013 are as under.

Sixteen per cent (16%) seats are reserved for natural born (not adopted) candidates belonging to Scheduled Castes (SC) as notified in the presidential order for the state of Rajasthan and who fulfill other eligibility conditions for admission. Out of these reserved seats, 25% seats shall be reserved for girl candidates of Scheduled Castes (SC).

Twelve Per cent (12%) seats are reserved for natural born (not adopted) candidates belonging to Scheduled Tribes (ST) as notified in the presidential order for the state of Rajasthan and who fulfill other eligibility conditions for admission. Out of these reserved seats, 45% seats shall be reserved for candidates of Scheduled Tribes (ST) belonging to Scheduled Tribal Area’s as notified by Govt. of Rajasthan. Out of these reserved seats, 25% seats shall be reserved for girl candidates of Scheduled Tribes (ST).

Twenty one per cent (21%) seats are reserved for natural born (not adopted) candidates belonging to Non-creamy layer Other Backward Classes (OBC) as notified in the presidential order for the state of Rajasthan and who fulfill other eligibility conditions for admission. Out of these reserved seats, 25% seats shall be reserved for girl candidates of Non-creamy layer Other Backward Classes (OBC).

The OBC Category certificate (valid only for the castes included in the list of Rajasthan state) must be issued by competent authority on or after 01-04-2013 wherein creamy layer status would have been clearly mentioned. The OBC candidates falling under creamy layer will be treated as candidates of General category.

One per cent (1%) seats are reserved for natural born (not adopted) candidates belonging to Special Backward Classes (SBC) as notified in the presidential order for the State of Rajasthan and who fulfill other eligibility conditions for admission. This reservation shall be given to the candidate of Non-creamy layer of Special Backward Classes (SBC) in addition to reservation available to them in category of Other Backward Classes. Only those Special Backward Classes (SBC) candidates who do not come in merit among Other Backward Classes (OBC) shall get the benefit of this reservation.

The SBC Category Certificate (valid only for the castes included in the list of Rajasthan state) must be issued by competent authority on or after 01-04-2013 wherein creamy layer status would have been clearly mentioned. The SBC candidates falling under creamy layer will treated as candidate of General category.

Note: Further, the Caste Certificate with respect to Scheduled Caste, Scheduled Tribe, Scheduled Tribal Area, Other Backward Classes and Special Backward Classes should be strictly, in prescribed proforma, issued by designated competent authority with clear seal of the issuing authority, seal of the issuing office and bearing dispatch number & date.

General Seats-After deducing reservations for SC, ST, OBC and SBC categories as mentioned above, the remaining regular and payment seats will be treated as general seats. Out of these general seats, 25% seats shall be reserved for girl candidates.

Three per cent (03%) of the total seats are reserved for Physically Handicapped candidates.

The seats reserved for Physically Handicapped candidates shall be derived out of the prescribed seats for categories of Scheduled Caste, Scheduled Tribes, Other Backward Classes, Special Backward Classes and General seats (Both Boys and Girls) as per standing of the Physically Handicapped candidates in RPVT-2013 merit. Thus, the physically handicapped category candidates provided admission on their merit, shall occupy the seat of respective category (General/OBC/SBC/SC/ST-Boys and Girls) to which they belong and consequently the number of seats available to non-physically handicapped/disabled candidates in that category shall stand reduced by equivalent numbers.

As per the Part III-Admission to the B.V.Sc. & A.H. Degree Course-Selection of students-7 (9) and (10) Regulations of the Veterinary Council of India-Minimum Standards of Veterinary Education-Degree Course (B.V.Sc. & A.H.) Regulations, 2008. A candidate shall not be allowed admission to B.V.Sc. & A.H. Degree Course, if he/she suffers disabilities in physical fitness as listed below.

  1. disability of total body including disability of chest/spine more than 50 per cent.
  2. disability of lower limb of more than 50 per cent,
  3. disability of upper limb,
  4. visually handicapped candidates and those with hearing disability,
  5. Candidates with progressive diseases like Myopathies etc.
  6. Disability which otherwise would interfere in the performance of the duties of a Veterinarian.

The disability should be certified by a duly constituted and authorized Medical Board Comprising of at least three specialists, out of which two should be of the speciality concerned and the candidate has to present him/her self before the Medical Board. The last valid disability certificate of the candidate from a Medical Board should not be more than three months old from the date of submitting his/her certificate for disabled candidates.

RPVT 2013: Professional Fees

The professional fees of payment seats will be on the basis of per professional programme (Total Five professional programmes of B.V.Sc. & A.H Degree course) over and above the regular fess of College /Hostel/any other. The professional fees for first year of B.V.Sc. & A.H. will have tobe deposited at the time of admission along with other Regular college fees. The professional fees for Second, Third, Fourth, and Fifth year of B.V.Sc. & A.H will have to pay at the start of each of these classes along with regular college fees. If any student fails in any of the professional programme (s), he/she would have to pay the same additional amount of professional fess per professional programme over and above the regular fees of College/Hostel/any other for repeating the programme (s) in which he/she has failed. Professional Fees per professional programme shall be the amount as declared by the university and notified. Currently it is @ Rs. 2, 00,000 (Rupees two lakhs only) per professional programme, which however shall be as applicable at the time of admission. The university holds the right to revise it at any time during the course duration and the candidates will have to pay the revised amount from the date prescribed by the university onwards for the remaining period of the course.

The professional fees once paid is non refundable, even if the candidate admitted under payment seat category opts to leave the college for reason whatsoever may be. The professional fee whatever has already been paid by candidate will also be non-refundable, even in case the name of candidate is removed from college rolls in according to attendance rules. Decision regarding option by the candidate for admission on payment seat shall be his/her own. Once all the regular seats of the concerned college are filled and thus admission process for that college is completed, no reshuffling process will be undertaken by the University and the candidate will have compulsorily to abide with his/her decision to opt for admission on payment seat, even in the event of any Regular seat, subsequently fallen vacant under any of the category due to any dropout of admission by the candidate(s) or by the University due to reason whatsoever may be in same or subsequent academic years under Regular State seats after declaration of closure of admissions for session 2013-14.

RPVT 2013: Eligibility Criteria

The candidates must fulfill the following criteria for admission to B.V.Sc. & A.H. course programme.

Age: The age of candidate should be Seventeen (17) years on or before 31st December-2013 i.e.  born on or before 01/01/1997.

Essential educational qualifications:

To be eligible for taking RPVT-2013, the candidate must have passed the Senior Secondary (of 10+2 scheme) or equivalent Examination (Science Biology Group) of Statutory Indian Board/University taken after 12 years of study, the last 2 years of study with Physics, Chemistry, Biology (which shall also include a practical test in these subjects) and any other elective subjects along with English as one of the compulsory subject. Provided further the candidate must have passed the aforesaid subjects individually and separately in Theory and Practical examination in the subjects of Physics, Chemistry and Biology.

Further the General category candidate should have obtained a minimum of 50% marks in aggregate in the subjects of Physics, Chemistry, Biology and English at Senior Secondary (10+2) or equivalent recognized examination. For the candidates belonging to the SC, ST, ST-TADA, Noncreamy layer OBC and Non-creamy layer SBC categories of Rajasthan State, the aggregate marks requirement is 40% instead of 50% in the aforesaid subjects.

The candidate who is taking up the qualifying examination (as mentioned above) prior to the RPVT-2013 and whose result has not been declared by the last date of submission of application form, may also apply and take up the said test but he/she shall not be eligible for admission to B.V.Sc. & A.H course programme if he/she does not passes the qualifying examination with the required pass percentage of marks, as mentioned for qualifying examination requirement, at the time of admission to the B.V.Sc. & A.H course programme. Thus, the proof of passing the qualifying examination with desired percentage of marks will have to submit essentially by the candidate at time of counselling.

OTHER ELIGIBILITY CRITERIA

(The candidates should be an Indian National of Rajasthan domicile and those who fulfill any one of the following other eligibility criteria.)[Relevant eligibility Certificate, as applicable, will have to be furnished by the candidate at the time of counselling.]

  1. The candidate has studied for the last three years of qualifying examination continuously as a regular candidate in recognized institution in Rajasthan.
  2. Natural father/mother of the candidate has continuously resided in Rajasthan for period of last 10 years and the candidate has studied for at least 5 years during this period in a recognized educational institution in Rajasthan.
  3. All those student who are bonafide residents of Rajasthan but are studying in other states.
  4. The candidate is son /daughter of serving or retired (i) Employee of Government of Rajasthan (ii) Officer of All India Services borne on State Cadres of Rajasthan and has served for more than three years with State Government.
  5. The candidate is son/daughter of serving/retired, permanent employee of Govt. Undertaking/Corporation/ImprovementTrust/MunicipalBodies/Council/Panchayat Samiti/ Co-operative bodies, duly constituted by the Government of Rajasthan by an act of Law who has put in at least three years of service on the last date of submission of application in the year of admission.
  6. The candidate is son/daughter of serving/retired, permanent employee of any of the University of Rajasthan(excluding private Universities) or Secondary Board of Education (Rajasthan) provided that employee has worked in Rajasthan for three years preceding the last date of submission of the application.
  7. Candidate is a natural son/daughter of a serving/retired permanent employee of Indian Defence and the employee is of Rajasthan origin irrespective of his place of posting provided that in case of Defence Personal from Rajasthan origin, a certificate has to be submitted by them from the employee to the effect that his state of origin is Rajasthan at the time of his entry into service.
  8. Candidate is a natural son/daughter of serving permanent employee of Indian Defence and the employee is posted in Rajasthan at the time of last date of the application for admission.
  9. The candidate is son/daughter of serving/retired person of Para-Military Force of India and the employee is of Rajasthan origin, irrespective of his place of posting. Provided that in case of Para-Military personal from the Rajasthan origin a certificate has to be submitted by them from the employer to the effect that his state of origin is Rajasthan at the time of his entry into service.
  10. Candidate is a son/daughter of serving person of Para-Military Forces of India and the employee is posted in Rajasthan at the time of the last date of the application for admission.
  11. Candidate is a son/daughter of a judge of Rajasthan High Court subject to the condition that he/she submits an undertaking/affidavit stating that such benefit is not being claimed or availed by them in any other state.

RPVT 2013: Re-evaluation or Re-checking

Evaluation of the OMR answer sheet will be done by scanning through the optical mark reader (OMR). As the OMR answer sheets are computer readable and evaluated with extreme care and repeated scanning coupled with physical verification at random, there shall be no provision for rechecking and re-evaluation of OMR answer sheets. No correspondence in this regard shall be entertained.
